When the first tunnel under Hudson River was first being designed engineers did not know what constitutes dangerous levels of carbon monoxide. This article describes the process of design of the ventilation system for the tunnel. The tunnel is now known as Holland Tunnel, named after its chief engineer Clifford Milburn Holland who died before the tunnel was completed.
