Here is an example of an electric wheelchair from way back in 1920. This design could be easily modified into a simple electric vehicle for moving around town.

Dog Pulling Wheelchair
Both the dog and his master were wounded during WWI. The man, M. Andrivet lost both legs while the dog made a full recovery. Paulo, the dog, pulled his master in this special three wheeled chair.
